The Regulatory State: Selected Topics

This course identifies the competing and overlapping interests, considers cross disciplinary and practice-related perspectives, and explores relevant theories and principles of state regulation underlying current laws and practice in three selected areas in Singapore, financial markets & sovereign wealth funds, healthcare and real property regulation. It also examines the relationships between the Government, government-linked entities, businesses and individuals and their respective roles, rights and obligations, and considers "market inefficiencies" relating to accountability, independence, legitimacy and transparency. Students are required to evaluate current substantive law and institutional norms and processes, and propose a model of optimal regulation in one selected area.
